The 澳门六合彩 College of Arts, the Social Development Research Center, and the Jesse Robredo Institute of Governance convened the inaugural 澳门六合彩 International Social Sciences Conference, or DISSCON, on August 11 and 12, 2023 in Boracay, Malay, Aklan. With the theme 鈥淪ustainable Development Goals and the Social Sciences: Strengthening Key A.R.E.A.S. of Integration,鈥 the event was participated in by over 180 delegates representing higher and secondary level education institutions from across the country, the Department of Education, and organizations from Asia and Europe.

In the words of Brother President Bernard Oca, FSC as he rendered his welcome remarks, DISSCON provided 鈥渁n opportunity to shape the trajectory of sustainable development,鈥 and of Vice President for Research and Innovation Dr. Raymond G. Tan in his opening remarks, 鈥渁 promise of interesting discussions with a diverse mix of topics.鈥

The conference was highlighted by five keynote speeches (by Dr.听 Edwine Carrie, UNDP Deputy Resident Representative in the Philippines; Distinguished University Professor and Department of Psychology faculty member Dr. Allan B.I. Bernardo, on 鈥淧asteur鈥檚 Quadrant and Harnessing Social Science Research for the Sustainable Development Goals鈥; Department of Political Science and Development Studies professor Dr. Francisco Magno, on 鈥淎cademe and SDGs: Strategies for Engagement鈥; Dr. Idham Badruzaman, Head of the International Relations Office at Universitas Muhammadiyah, Yogyakarta, on 鈥淗armonizing Tradition and Progress: Unveiling the Role of Local Wisdom in Sustaining Peace within Indonesia鈥檚 SGDs Framework鈥; and Department of Sociology and Behavioral Sciences professor Dr. Mary Janet Arnado, on 鈥淲hole of Society Strategy for Sustainable Development Goals: A Systems Perspective鈥), a panel discussion on 鈥淏est Practices: Integration of SDGs into Basic and Secondary and Higher Education鈥 (with Dr. Henry Magahis, Principal, Enzotech/Enrique Zobel Foundation, Inc.; Departmento ng Filipino professor Dr. David Michael San Juan; and 澳门六合彩 Visiting Professor Dr. Charles Gallagher of the Department of Sociology & Criminal Justice, La Salle University Philadelphia), and closing remarks by History professor Dr. Farish Noor of the University of Malaya.

At the heart of the two-day sessions were paper presentations by the delegates on the role of A.R.E.A.S. 鈥 academics, research, engagement and advocacy, and synergy 鈥 in attaining the United Nations鈥 17 Sustainable Development Goals. The best three papers were awarded a cash prize, and ten papers were selected for publication in 澳门六合彩鈥檚 internationally refereed journal the Asia Pacific Social Science Review.

In bringing DISSCON to a close, Dr. Noor revealed his deep concern for how academics go about doing their work while providing counseling and pastoral care to younger people. He pointed out that one environment needing protection was that of teaching, which he believed is under threat. He hoped the delegates were up to the challenge of the complex analysis that development demanded, to enable the young to understand where they are in the world today.

The study 鈥淐omprehensive Mapping, Assessment and Enrichment of the DSWD Case Management Systems and Practices in the Philippines鈥 was selected as the featured external study completed in 2022 during the Department of Social Welfare and Development 2023 Research Forum, held on June 30, 2023 at the DSWD Auditorium. The study was presented by 澳门六合彩 Social Development Research Center research fellow and Department of Psychology associate professor Dr. Homer Yabut.

The research mainly intended to review and conduct an in-depth mapping and analysis of the DSWD case management system and its processes and methodologies; and map and identify the strengths, structural gaps, challenges and opportunities of the case management systems viz-a-viz the social welfare programs and services implementation, with a particular focus on child protection. Among the key findings were that case management processes were being implemented to varying degrees across LGUs; there were varied levels of competence and experience among social workers and the social service workforce, impacting the ability to provide standardized services across the country; and the implementation of an integrated electronic case management system was seen as being a logical next phase.

Reactors to the presentation were Council for the Welfare of Children Planning Officer Ms. Aiza Cabrera, who recommended a more systematic and holistic approach to institutional arrangements; strengthening of inter-agency collaboration to address uncoordinated approaches in responding to issues; and the institutionalization of communities of practice, to assure advocacy for the development of child-sensitive policies; and Mr. Ronald E. Castro, OIC-Division Chief Social Services Delivery and Management Division of the Pantawid Pamilyang Pilipino Program, who recommended that UNICEF or other development partners continue supporting similar studies and look into ways to link the DSWD system and procedures to other agencies such as the Philippine National Police and judicial and medical agencies; that the outcome and impact of the Integrated Electronic Case Management System be looked into; and that the Department鈥檚 service delivery could be strengthened by establishing family service centers within barangays.

The blended (online and onsite) research forum, conducted by the DSWD Policy Development and Planning Bureau鈥檚 Research and Evaluation Division, had as this year鈥檚 theme 鈥淎dvancing Social Protection System: Innovations, Challenges and Opportunities.鈥 It was attended by representatives from the DSWD and nearby Field Offices (NCR and IV-A), NGAs, NGOs, LGUs and the academe.

Artificial intelligence may soon be employed for another worthwhile purpose, as projected during the alpha launch of the SafeHer app held on July 7, 2023 at the Tereso Lara Seminar Room. Funded by the International Development Research Center, Ottawa, Canada, in cooperation with the Instituto Tecnologico de Costa Rica, <A+> Alliance, Feminist Research AI Network, and Women at the Table, development of the app鈥攔eferred to as a 鈥渨omen empowerment and safety app鈥濃攕tems from the 鈥淪ocio-cultural, Psychological, Personal and Spatial Factors to Urban Transit Safety: Informing AI-Driven Filipino Women Safety Apps鈥 study led by SDRC research fellow and Department of Philosophy faculty member Dr. Hazel Biana.

The event was attended by representatives of the Philippine Commission on Women, the Metro Manila Development Authority (MMDA), the Pasig Gender and Development office, Youth for Mental Health Coalition, the Philippine National Police Women and Children Protection Center (WCPC) and Anti-violence against Women and Children Division (AVAWCD), the Light Rail Transit Authority, QCklista, De La Salle-College of Saint Benilde, PARA-Advocates for Inclusive Transport, the Inter-Agency Council on Violence against Women and Their Children (IAC-VAWC), and delegates of VAWC Helpdesks and Barangay Officers from barangays near 澳门六合彩: Barangays 708, 709, 713,715, 716, 724, 726, 727, 728, 730, and 755.

The alpha launch began with a presentation of study findings by Dr. Biana and research associate Rosallia Domingo. They defined urban transit safety for women as a combination of defense mechanisms and collective action, and a situation that demanded collaboration between local transit authorities and local government units. They reported that the study led to the SafeHer app concept, which would eventually have the following features: AI-powered SOS alert, detection of nearby women commuters, sharing of live locations (similar to Grab), facility for filing a report, user verification, and optional medical ID.

听 听听听

Developer Kevin Lazarito further described and demonstrated the main security features, categorized as AI-powered (with the ability to detect a scream or crash, trigger security protocol, and connect with emergency contacts and/or government hotlines); geolocation (can detect other female commuters who share their location and share live location); and peer to peer (enables reporting of incidents to authorities, employs invite-only app access, and utilizes medical ID when in need of emergency assistance).

Questions raised by participants and addressed by the team involved possible connections between the app and RA 11313 (the 鈥淏awal Bastos鈥 law); issues of connectivity particularly with regard to safe routes; the effectivity of the app when users run out of data; projections for the app in the next five years and what will make it sustainable; whether the app is applicable for men and for children; and compatibility of the app with older model mobile phones.

Before ending the event, co-investigator Dr. Homer Yabut asked the group for their feedback and how they felt they could contribute toward further developing the app. Among the suggestions were for the team to look into innovations that could reduce response time (the PNP WCPC agreed to provide hotline numbers and information on unsafe transit hot spots); for app users to note the vicinity and the precinct number where the incident has taken place, when filing reports; that FAQs be incorporated when promoting the app; and that the app could be made part of the 18-Day Campaign to End VAW. 听In the event that the prototype qualifies for pilot testing, some Manila officials offered their barangays听as venues for rollout.

The event concluded with an awarding of certificates of attendance and tokens to participants.

鈥淲e have to compete 鈥 with ourselves.鈥
This was the reality met by faculty researchers, as depicted by Davao Oriental State University (DORSU) Vice President for Planning and Finance Roy M. Padilla as he opened the final session in SDRC鈥檚 nationwide Capacity Building Training Series held on May 26. Noting that the contribution of the school鈥檚 Research Division contributed much toward its elevation to state university status, he acknowledged that most studies were conducted in the area of applied sciences, while those in the social sciences were lacking. Thus the engagement with 澳门六合彩-SDRC was a first step toward resolving the situation.
The whole-day training, entitled 鈥淣umbers and Text: What do they mean in Qualitative and Quantitative Data Analysis?鈥, was conducted by SDRC Director Melvin Jabar and Research Fellow Homer Yabut. During the morning session, Dr. Jabar introduced the concept of qualitative research by emphasizing its focus on the understanding and interpreting of data, thus resulting in meaning-making. He then discussed qualitative research approaches and methods before illustrating the benefits of using the NVivo software package, particularly when doing a review of literature.
The afternoon program, on the other hand, was devoted to quantitative research, which Dr. Yabut explained 鈥渓et numbers talk.鈥 He demonstrated how it could be used to 鈥渟end messages鈥 and measure research subjects through the use of indicators. He reminded participants of the knowledge they already possessed about quantitative research by walking them through a review of research design and approaches before discussing the use of research surveys and data treatment. Participants were also introduced to Jamovi statistical software as an alternative to SPSS and SAS.
The SDRC Capacity Building Training was organized with the help of DORSU鈥檚 Gender Research and Resource Center and the offices under the University鈥檚 Vice President for Research, Innovation, and Extension. Most significantly, the training was also held during festivities for DORSU鈥檚 second founding anniversary, which celebrated the theme 鈥淣avigating Challenges with Collective Resilience.鈥

In his remarks on March 31 during the commemoration of SDRC鈥檚 44th anniversary, Director Melvin Jabar described the life of the Center community as one of 鈥渃onsuming data for more than four decades, not only for breakfast but also for lunch, snacks and dinner.鈥

Hewing more closely to reality than exaggeration, the team nevertheless celebrated the event with much enthusiasm, gathering in its lab space in the Richard L. Lee Technology Block at the 澳门六合彩 Laguna Campus for a remote broadcast of four scheduled anniversary webinars. Based on recent and ongoing projects at the Center, the four presentations were 鈥淓mpowerment Modified Feminist Self-Defense: Violence Against Women in Transit in Metro Manila鈥 by co-investigator Rosallia Domingo; 鈥淓thical Technology Assessment of Artificial Intelligence (AI) and the Internet of Things (IoT) among GEN Z Population in the Asia Pacific Region: Qualitative Results of the Philippine Case鈥 by investigators Dr. Jabar and Dr. Ma. Elena Chiong-Javier; 鈥淭owards Fair Labor Conditions in the Philippine Platform Economy鈥 by principal investigator Dr. Cheryll Ruth Soriano, co-investgator Virgel Binghay, and research assistant Margreta Lanzador-Medina; and 鈥淜atawag Project: Co-creating Solutions for Mental Health and Well-being at Work鈥 by principal investigator Dr. Maria Guadalupe C. Salanga, team member Dr. Ni帽o Jose Mateo, and project manager Charisse Tan.

The 鈥淓mpowerment Modified Feminist Self-Defense鈥 study, as explained by Ms. Domingo, was motivated by the situation of transport systems in Metro Manila being dangerous and unsafe for women, and by the UN SDGs promoting safety and inclusiveness in transport systems to track sustainable progress. 听The study has come up with a wish list for the Metro Manila transit system that includes adequate transit and security infrastructure, technology-driven applications, access to information, and immediate response from authorities. The discussion with participants that followed the presentation involved the issue of women being allowed to bring defense weapons to schools and malls, and the role that engineers can play in making transport infrastructure and facilities safer for women.

Speaking on the 鈥淓thical Technology Assessment of Artificial Intelligence (AI) and the Internet of Things (IoT) among GEN Z Population,鈥 Dr. Jabar demonstrated the convenience of AI use by prompting it to deliver his power point presentation, which became entertaining as the AI essentially described itself, its functions, how it is used in gadgets, its benefits, and even its negative impacts. Participants were interested in the research team鈥檚 view of the use of ChatGPT and the danger of its being relied on by students in submitting coursework (to which the team pointed out the responsibility of both teachers and students to be well informed before embarking on AI use); whether AI will become smarter than humans; and whether its鈥 use should be strictly regulated.

The 鈥淭owards Fair Labor Conditions in the Philippine Platform Economy鈥 study focused on how workers perform ride-hailing and food delivery/courier/logistics services in the light of the five principles of Fairwork鈥攆air pay, fair conditions, fair contracts, fair management, and fair representation. Viewers were interested in whether there were existing studies that profiled platform workers in the country, but while this was beyond the scope of the Fairwork study, Dr. Soriano did share the team鈥檚 findings on the situations in which platform workers performed their jobs, particularly during the pandemic: Platform work shifted from being augmentative to a main source of livelihood; workers were exposed to greater risks with limited guarantees for social protection; they were unpaid for labor time (e.g. waiting, training, and travel time); and they became more economically vulnerable (being forced to invest and pay for the vehicles they used for their jobs).

鈥淜atawag Project: Co-creating Solutions for Mental Health and Well-being at Work鈥 sought to develop a systems-informed workplace intervention to promote mental health and reduce HIV risk among call center workers (agents, team leaders and managers) in the Philippines, with data gathered through a participatory systems mapping.听 Webinar viewers asked about work-life balance in relation to stress, which the Dr. Mateo acknowledged was an important issue to the study鈥檚 participants. In the course of the study it was determined that work-life balance was connected to sleep in that there were fewer opportunities to engage in daily life events, and there was likewise an impact on personal relationships due to call center workers鈥 sleeping schedules, thus contributing to stress.

A maximum of 200 viewers were able to participate in the webinars, which were conducted in the light of this year鈥檚 theme, 鈥淒elivering Good News to the World through Research: Proactively Building Initiatives for Social Development.鈥

If figures could move the country to resolve a crisis, then two million Filipino children subjected to exploitation should push its leaders to act with haste.

The number of children affected by online sexual abuse and the experiences they have undergone were part of a study conducted by UNICEF鈥攖ogether with ECPAT International and INTERPOL鈥攁nd spurred the organization to launch Project S.A.F.E. (Safe Access for Every Child), on February 28 as part of the celebration of Safer Internet Month. The initiative seeks to support the government and to focus on systems strengthening in an effort to protect children from the risks posed in online and offline platforms. It also aims to empower children to identify and manage risks, protect themselves, report experiences of violence, and seek professional help.

A panel discussion was conducted during the Project S.A.F.E. launch and was participated in by SDRC Research Fellow and former Director Dr. Maria Caridad Tarroja. She stressed the importance of the role of research in facilitating evidence-based practice; the need to empower the youth by listening to their voices in all work that involves them; and the consequence of making services accessible, particularly remote counseling, which victims and survivors of sexual exploitation and abuse can avail of at any time, for their mental health.

Dr. Tarroja was joined on the panel by Lester Cristal, writer/director of the film 鈥#bagets,鈥 concerning a young teen鈥檚 attempt to remove a private video leaked on social media, which was also screened during the launch; Bon Andrew Lentejas, the film鈥檚 main actor; Atty.
