Ninth Ambassador Alfonso Yuchengco Policy Conference
Toward an Enhanced Quality Education Program through K to 12: Issues and Challenges
The Ninth Ambassador Alfonso Yuchengco Policy Conference with the theme, 鈥淭oward an Enhanced Quality Education Program through K to 12: Issues and Challenges鈥 was held on February 13, 2012 at the Mandarin Oriental Hotel. The conference was opened by Ambassador Alfonso T. Yuchengco.
The topics presented were:
- K to 12 for quality education in the Philippines;
- Implications of K to 12: reforms on tertiary education and proposed transition mechanism;
- The K to 12 program of the Department of Education;
- Linking K to 12 to employment opportunities; and
- Economic implications of the institutionalization of K to 12 on basic and tertiary education.
The conference aimed to:
- Determine the advantages and contentions in the philosophy and implementation of the K to 12 at the basic and tertiary education levels;
- Elicit how the congruence between the philosophy of the K to 12 and the proposed curriculum can be ensured;
- Assess the link between K to 12 program to employment potentials of the graduates;
- Determine the cost to procure all resources and close the gaps in basic education through K to 12; and
- Arrive at viable recommendations for the effective implementation of K to 12 and the assessment of its outcomes.
Symposium on Russia鈥檚 Role in Southeast Asia
The Foreign Service Institute co-hosted with Yuchengco Center the Symposium on Russia鈥檚 Role in Southeast Asia. This was held on September 29, 2011 at the Mandarin Oriental Hotel. The meeting was opened by Ambassador Alfonso Yuchengco. The lecture was delivered by Ambassador Yuri Raikov of the Diplomatic Academy of the Ministry of Foreign Affairs of Russia. Ambassador Raikov stated that Russia, in the international arena, abides by the principles of pragmatism, demilitarization, and deideologization in foreign relations. It follows the tenets of international law, non-confrontation, and multipolarity. It participates in Asian regional multilateral economic and political agreements, development of its eastern regions within the economic system of Northeast Asia, and the ASEAN joint security measures. It considers China and India as important strategic partners both at the political and economic fronts.
38th Ship for Southeast Asian Youth Program (SSEAYP) 澳门六合彩 Institutional Visit and Exchange
The Yuchengco Center in cooperation with the 澳门六合彩 College of Liberal Arts hosted the Southeast Asian Youth on November 11, 2011 under the aegis of the Presidential Commission on Youth. The theme of this visit was the promotion of cross-cultural understanding on regional social issues. The ASEAN and Japan delegates interacted with the De La Salle students. The program gave the ASEAN and Japanese students the opportunity to expand their social links, meet new friends and exchange ideas of mutual interest.
Seminar on Teleseryes for Developmental and Social Regeneration
To raise the consciousness of viewers on the values that TV drama series impart, the Yuchengco Center and the Political Science Department of De La Salle University organized a seminar on 鈥淭he Teleserye as a Vehicle for Social and Developmental Transformation in the Philippines: A Critical Assessment of Recent and Current Programmes鈥 on July 20, 2011. The speakers were Mr. Jose Ma. F. Bartolome, AVP for Program Analysis, GMA Network Inc.; Dr. Antonio P. Contreras, Professor, Political Science Department, De La Salle University; and Mr. Nestor U. Torre, Columnist, Philippine Daily Inquirer. The three papers presented dealt with the major dimensions of the concerns: what drive producers to present teleseryes in their current form and structure; the positive influence of neighboring Asian鈥檚 telenovelas; and current production preoccupation which constrain efficient harnessing of TV soaps for social transformation. Considering that 96 percent of Filipino households have television and 90 percent watch teleseryes, their impact on value formation is immense.

Impacts of Climate Change in the Philippines: Challenges in Mitigation and Management
The Eighth Ambassador Alfonso Yuchengco Policy Conference with the theme, 鈥淚mpacts of Climate Change in the Philippines: Challenges in Mitigation and Management鈥 was held on February 14, 2011 at the Mandarin Oriental Hotel. The conference was opened by Ambassador Alfonso T. Yuchengco.
Participants were legislators, national and local government leaders, researchers, and program planners. The topics presented were:
- Issues and challenges in legislation on climate change;
- Impacts of climate change in the Philippines;
- International economy of climate change;
- Government policies and programmes dealing with climate change;
- Connecting scientific knowledge to policies and programmes on climate change; and
- Local government actions on climate change and mitigation strategies.
The conference aimed to assess the impact of climate change in the country and the current measures adopted by the government. Specifically, it aimed to:
- Describe the climate change related events in the country and their social and economic impacts;
- Assess current legislations and programs in terms of their effectiveness in mitigation and adaptation;
- Identify issues and constraints in responding to the vulnerabilities posed by climate change; and
- Arrive at a viable response framework encompassing the strategic directions to be taken.
Ambassadors鈥 Forum on Regional Security
The Yuchengco Center co-hosted with the Foreign Service Institute of the Department of Foreign Affairs the Ambassadors鈥 Forum on Regional Security on November 9, 2010 at Mandarin Oriental Hotel. The forum elicited the perspectives of Ambassadors on the regional security issues in East Asia. The meeting was opened by Ambassador Alfonso Yuchengco, Chairman of the Board of Yuchengco Center who underscored the uniqueness of East Asia鈥檚 security environment due to its geographical expanse and political diversity. Security threats to the region include insurgencies, extreme nationalism, and proliferation of weapons of mass destruction which are considered traditional. The emerging non-security threats include climate change, food security, weak financial systems, terrorism, drugs, human, and arms trafficking He concluded that the country鈥檚 defense, security and foreign policy must be drawn from the security environment carved by state and non state systems in the region and the world. The panelists who shared their insights were the Ambassadors of Australia, India, New Zealand, Philippines (Defense Department), Singapore, and Vietnam.

The Seventh Secretary Alfonso Yuchengco Policy Conference was convened on February 1, 2010 with the theme: What Should Be the Economic Agenda of the Next Philippine President? Issues and Challenges for a Sustained Growth. The meeting was held at the New World Hotel in Makati City.
Conference speakers were Dr. Mario Lamberte, Director for Research, Asian Development Bank Institute (ADBI); Dr. Tereso Tullao, Jr., Professor, Economics Department, De La Salle University; Dr. Ernesto Pernia, Professor, Economics Department, University of the Philippines; Dr. Raul Fabella, Professor, Economics Department, University of the Philippines; and Dr. Reynaldo Vea, President, Mapua Institute of Technology.

Implications of the Global Financial Crisis on the Philippine Economy
The Sixth Secretary Alfonso Yuchengco Policy Conference was convened on February 2, 2009 to assess the global financial crisis and its impact on the Philippine economy. It had for its objectives the:
- Understanding of the precursors of the 2008 global financial crisis and their impact;
- Assessment of the extent in which global economic imbalances (with particular reference to emerging economies) triggered the crisis;
- Determination of the macroeconomic outcomes of asset price booms which catalyzed the crisis;
- Analysis of the regulatory factors that contributed to the crisis;
- Extrication of the effects on labor and employment and assessment of the Philippine government鈥檚 response;
- Inferences on the impact of the global financial crisis on the Asian region particularly the Philippines and the policy options in regional trade integration; and
- Understanding the operations of global and local financial markets that contributed to the crisi
